Currently, the idea for achieving easy modding of the game is to use scripts and tile textures.
Tile textures are easy to mod with free tools that require practically no practice to figure out. Even MS paint could make new images.
Graphics could be procedurally generated and placed gridlessly, but that complicates issues as checks need to be made to make sure such items are not placed such that they overlap, which is much easier with tiles and easier to leave in the engine rather than require the modder to adjust scripts to handle checking for overlap for new objects.
Actually tiles could be procedurally generated as well.
